LIBERIA - WOMEN              
FOR  PROGRESS
PAGEANT RULES AND REGULATIONS

ELIGIBILITY
Any naturally-born female of Liberian origin (regardless of her place of
birth) between the ages of 17 to 26 (on December 31st of the year she
participates in the pageant), single (never been married, not presently
pregnant, and never having had a child) with good moral character, is
eligible to participate.  She must be at least a high school senior and
must possess talent, charm, and a pleasing personality.  Appropriate
documentation regarding the age and residency status of the
contestant must be submitted in order to meet eligibility requirements.

CONTESTANT REGISTRATION FEE      
Each contestant will be charged a non-refundable registration fee.  
The fee amount is located in your welcome brochure.  This fee will help
defray cost of the pageant.  Please make your money orders out to the
Liberia, Women for Progress.  Personal checks are not acceptable.  

CONTESTANT REGULATIONS
Contestants of the MISS LIBERIA TEXAS Pageant will be judged in the
following segments:
(a) African Attire, (b) Swimwear, (c) Evening
Wear, (d) Talent, and (e) Interview
.

(a) African Attire: Any form of African attire in the color and style of
the contestant’s choice.

(b) Swimwear:  A one or two-piece swimsuit in the style of the
contestant's choice.  NO THONGS!  The color of the swimsuit is stated
in your welcome brochure.  All contestants are asked to conform to this
dress code for swimwear in order for the judges to easily judge each
contestant based on one color. Contestants may only wear swimsuits
and heels.  NO WRAPS or COVERUPS.  Contestants must purchase
and bring body glue to ensure that their swimsuits stay in place during
performance. Body glue (AKA swimsuit glue) is an adhesive that keeps
swimsuit bottoms from riding up.  If you need help finding body glue,
please contact us.        

(c) Evening Wear:  A full-length gown in the color and style of the
contestant's choice.

(d) Talent:  Attire appropriate for talent.

(e) Interview:  Attire for the preliminary interview is stated in
contestant welcome brochure.

Contestants will need to also bring an outfit for the contestant’s
choreographed routine and an outfit for the preliminary interview.  The
details of these outfits are outlined in your welcome brochure.

All contestants are responsible for the required wardrobe for each
segment.  Each contestant is only allowed one assistant backstage to
avoid overcrowding.  The Liberia, Women for Progress (LWP TEXAS)
is not responsible for the contestants' personal belongings.

Contestants must fill out, sign, and return pageant application, Rules
and Regulations Affidavit, and registration fee (as stated in your
welcome brochure) by April 30th of the pageant year.  Two photos of
the candidate should accompany all applications.  One photo should
be a crowned head shot of the contestant and the second should be a
professional full-bodied shot.  These photographs will be used in the
pageant souvenir program, so please send photos that show you at
your best.

All contestants are required to participate in at least two rehearsals
(times and dates are stated in the welcome brochure).  Contestants
must walk the same stage strips as all other contestants; and will be
taught continuous smiles, stance, and walk.

PRIZES

Only 3 winners will be chosen: 2nd Runner-up, 1st Runner-up, and
MISS LIBERIA TEXAS. MISS LIBERIA TEXAS will receive a crown, sash,
a monetary scholarship and valuable prizes.  1st and 2nd Runner-ups
will also receive monetary scholarships and valuable prizes.

MISS LIBERIA TEXAS winner will reign for one year during which she
cannot participate in any other beauty pageant without the written
consent of MISS LIBERIA TEXAS pageant board. The producers,
promoters and sponsors of the pageant will not be held liable for any
sickness or other occurrences to the candidates or her party during
the duration of the contest.  

TIME CONSTRAINTS
Due to time constraints and the number of contestants we have, each
contestant will only be allowed 2 minutes for the talent category (NO
EXCEPTIONS WILL BE ALLOWED TO THIS RULE).  The contestants
must notify the coordinators of any special technical need two weeks
prior to the event.  THE CONTESTANTS WILL NOT BE ALLOWED TO
HAVE ANY ON-STAGE ACCOMPANIMENT DURING THE TALENT
SEGMENT (I.E. BACKUP SINGERS). This is a solo performance.

PAGEANT WEEK    
Contestants must conduct themselves in with proper manners and
portray high moral standards. Contestants will not be permitted to drink
alcoholic beverages, smoke, or use foul language at any time during
the pageant week.

PAGEANT SOUVENIR PROGRAM

Each Contestant will have her photo(s) and short bio printed in the
official MISS LIBERIA TEXAS Pageant Program. Contestants may wish
to purchase an additional ad to thank sponsors and supporters.  
Parents will also be able to purchase an ad to support their daughter in
the pageant.  Please call pageant coordinators for ad prices.  If you
wish to submit an ad, please have your information in to the
coordinators by May 15th of the pageant year.

JUDGES
Judges will be selected for the MISS LIBERIA TEXAS Pageant by LWP
TEXAS.  They will be eminent respected members of the Liberian,
American, and International Communities.  LWP TEXAS reserves the
right to appoint all such judges.  THE DECISION OF THE JUDGES,
ONCE TABULATED, IS FINAL. LWP TEXAS BEARS NO
RESPONSIBILITY FOR THE DECISIONS OF THE JUDGES.

Judges will be seated at the front and center facing the stage in order
to accurately judge the contestants.  Judges must be present from the
beginning of the program to the end.  Judges may not discuss
contestants during the show or speak with any member of the
audience.  A designated statistician other than a judge will tally scores,
which will then be audited by an assistant.

JUDGING CRITERIA
Contestants compete in five areas of the competition: Interview, Talent,
African Wear, Swim Wear, and Evening Wear.  Each area counts as a
percentage of the total score. Each contestant is judged immediately
after each event by the panel of judges.  There will be an elimination
process!  All contestants will be judged up to the Evening wear
segment.  Scores will be tallied after that segment and the five
contestants with the highest scores will advance to the Final Interview
Segment.  Only those five finalists will remain on stage while the others
exit the stage to the back.  The finalists will then be asked two
individual questions.

African Wear - 15%
Criteria for scoring the African Wear competition include overall first
impression, personality and stage presence, technique (walk, posture,
carriage, and grace), and sense of confidence. Contestants should
wear any form of African attire that reflects their personal style.

Swimsuit - 15%
Criteria for scoring the swimsuit competition include overall first
impression, statement of physical fitness and health, and sense of
confidence. The swimsuit must be a conservative one or two-piece suit,
and should complement the woman wearing it.  The specific color you
MUST wear for the swimsuit is stated in your welcome brochure.

Talent - 20%
Each contestant will perform a 2-minute talent presentation. Talents
may include, but are not limited to, vocals in every medium, dance in all
forms, gymnastics, instrumentals, and drama. (NO LIP SYNC
ALLOWED)

The talent competition distinguishes the contestant's skills and
personality, interpretive ability, technical skill level, stage presence,
and the totality of all elements; e.g., costume, props, voice, use of
body, choreography.

Evening Wear - 15%
Criteria for judging the eveningwear competition include overall first
impression, sense of confidence, personality and stage presence,
technique (walk, posture, carriage and grace), appropriateness of the
eveningwear, beauty and sense of attractiveness. Contestants should
wear any "after-five" ensemble that reflects their personal style.

Interview - 35%
Criteria used for scoring the interview are: overall first impression,
personal appearance, personality, intellect, validated opinions,
vocabulary, grammar, and responses in context.

MISS LIBERIA, TEXAS should possess the following qualities:

Genuine concern for the role of women in society, especially Liberian
women.

An ambassador and public relations representative of MISS LIBERIA,
TEXAS

Attractive, poised, talented and intelligent with a confident and
commanding presence.

An activist on issues she considers important.

Articulate communicator with the courage to defend her convictions.

A leader by virtue of her integrity.

One who takes personal pride in physical fitness and health.
